You sure can. You can make a general request, or if you like, say, Fulham or Marvin to make you something, you can request that too. And you can also be specific with the picture you like to have made into a banner. And depending on all that, we'll see if somebody can make it and how long it'll take. And if it's a general request, I'll try to take a stab at it.

I like mucking around with things like this. I am not expert that's for sure, but I have fun doing them.
