That would be a negative. Look at the shape, it's very irregular. Now if you look at the dress, that same irregular shape is what the top of the dress looks like.

Blew it up with Photoshop but it did not provide a definitive answer. I would say that it is quite possibly a nipple. However if it is, still would be unreliable for the discussion I was in "What a Hilary Duff nipple would look like" A light topic between a discussion the Republican race and Linsanity

From what event was this pic? That might help me determine whether it is indeed a nipple.
EDIT: Just saw XenaGuy's statement that he doesn't know from where this pic was taken. Derp.
Remember, guys, never trust only one angle for a pictorial determination. It's like literally looking at things from only one side.
EDITx2: I searched for the image elsewhere with TinEye, and I came up with a site that has the pic posted: http://xohilary-ann-duffxo.xanga.com/ It was a girl who looks like Hilary role-playing herself as Hilary. Whatever.
The post date on that site dates this picture to at least 2006, so that may help narrow down the dates wherein this picture was taken.
