Their will be a Mass Effect 4 you can count on that. Since Writers have already hinted that Shepard Story Ends and is completely Wrapped up. However it also kick starts the plot for the Next Game.

- Mass Effect 3 will use a Global Cooldown System Similar to Mass Effect 2. Their are some changes, Ammo powers have their own cooldown system. Bonus power & unity might it's own cooldown system as well.
When a power is fully upgraded cooldown period is almost nonexistent.
