As an avid leg fan since I can remember, I think I can offer some good opinions here!
Rihanna doesn't have the greatest but they are certainly not over-hyped. It also heavily depends on your preference on legs.
Some like them thick, some like them long, some like them muscular, or any combination of personal preferences.
Rihanna's are among the top stems around regardless. Here's how my ranking goes reflecting my person preferences of the women above....

#1 Kate Beckinsale (Kate Beckinsale to me in perfection personified, a sexual force that cannot be ignored. Her legs stand out as her most
desirable feature to me, so perfect and well balanced in every way. Calves, ankles, knees, feet, and thighs all make me drool, and she's my favorite woman period)
#2 Katy Perry (Her stems are so close to Kate's in hotness, but Kate still wins out everytime for me.
#3 Jennifer Lopez (Jennifer has a unique pair of legs that almost sets her apart and has been a favorite pair of mine since I first got into women)
#4 Rihanna (Her stems are a force to be reckoned with, always on display and she knows how to rock them. NOT overrated at all.
#5 Lea Michele (Attracts a bit more of the muscular crowd, but hot nonetheless and can make men have tents all over a red carpet.)
Pamela Anderson (Classic hottie, excellent pin-up legs)
Miley Cyrus (Developed well over the years, gives the allure of softness and strength with her legs)
the others too have good legs apart from pam anderson...hers & way to skinny
