Will there be an option for people who lost their save data. IE they really want Ashley/Miranda on their side but their data got corrupted somehow over the years?
You will get some kind of interactive Comic. Be warned it's will be very bare boned. No Side quests from Mass Effect 1 or 2 will carry over. I doubt the Comic will cover all the Loyalty missions(most likely only one or two of them).
Characters like Conrad Verner, Shiala or Gianna Parasini will not appear in your game (They all have been confirmed to be returning). It's been rumored both Shiala and Gianna Parasini might be love interest. Those will be cut off from you.
Plus you will not get uber reward for those who have been playing Mass Effect since the start. It's better just to replay Mass Effect 1 and Mass Effect 2. You still have 6 months, Plenty of time to beat both games before release of Mass Effect 3.
Lead Writer already stated even your decisions during Side quests will impact your Mass Effect 3 experience. He's already teased a few side quests will come back into play.

- Salarian and Turian Females will appear in Mass Effect 3, They did not say what role they will play or who they are. - Going Pure Paragon will not always give you the best outcome.

The mako and the scanning and the load times keeps me from wanting to play the past games.
The Mako is fine, it's the environment that's the issue. Scanning isn't that bad. To get all resources to get ever upgrade it will take 45 minutes. If you already beat Mass Effect 2 once and use a Level 60 Character for Import. You will get 60k of each resource at the start of the game.
*Note*
Make sure you have the latest Title Update, Since it increases the size and speed of the Scanning tool.

If you don't want to scan. All you need the three ship upgrades needed(Barrier,Shield, and Cannon). Whatever is left over spend on weapon upgrades.
Plus if you have Lair of the Shadow Broker DLC. You get Free Resources delivered to you once a day.
If your annoyed with with the load times, I suggest buying a PC that can run both games and use that version. Loadtimes mirror most games on the console. The longest I had to wait was 20 Seconds.
- If you didn't dish out the 50k of Platinum to heal your Scars in Mass Effect 2, Your Shepard will have Scars in Mass Effect 3. - Their will be no Ship to Ship space battle Gameplay, All that will be covered via CutScenes(Similar to how was handled in Mass Effect 1 and 2).
- The E-Mail system will be returning in Mass Effect 3. - The Widow, Revenant, and claymore will be available at the same time. - Side Quests will be tied to main Story of Mass Effect 3, At the same time their will be some Stand Alone Side Quests as well.
