Neither one has much in the breasts department, though Selena does a good job of making hers look bigger with pushup bras. Miley loves to go braless and show off the nips. I propose that Selena go braless as well in a wife beater so that we can compare more fairly.
Selena still wins even if the breasts may be smaller (Although I think they are bigger than Miley's they both have small boobies).
Much prettier and better overall body on Selena though.

It appears that Selena's breasts are bigger around but not as full (they dont' stick out as much). Miley's are deeper but smaller in diameter, making them look more hemispherical. Your choice whether you like large shallow boobs or small full ones.

Had you asked me a year ago I would've definitely said Miley. However, Selena is bringing the heat lately. She's blossoming into one beautiful young woman.
