Cheney is the president. Bush is like the puppet pretending to be. Cheney is seems more protected than anyone, while Bush keeps mumbling at speaking events almost everyday.
Acctually I think the Puppet master in this case is Bush SR. Why else would W. have gone back after Sadam? Cause Daddy told him to.

Actually quite recently it was reported that George W Bush wasn't on speaking terms with his father because he suspected that George H Bush was behind some public comments by Powell's ex deputy Secretary of State (and certain others with connections to Bush Senior) regarding the way some things are being done at the White House (re:Cheney)
