No way in HELL is that correct. Maybe on some far off planet where her breasts get crushed down to nothing, but definitely not on good ole planet Earth!
Educate Yourself: Let's say someone wears a 34D. The number, 34 in this case, is known as the band size, and the letter, D, is known as the cup size. The band size in the measurement taken just below the bust, or breast if you please. This measurement is taken very tightly, and it a woman measures 32 inches, her band size will be 34. When the number comes out to an even number, like 32, you add two to get the correct band size. If the number is odd, like 31 inches, you would add 3 to get the correct band size. The cup size is trickier to determine. A loose measurement is taken at the largest part of the bust. The difference between this measurement (let's say it measured in at 38 inches), and the real ribcage measurement, not the band size, will give you the cup size. A 4 inch difference gives you the cup size of D. 1 inch difference would have given you an A, 2 inches a B, and so on. When it comes to DD or AA or anything like that, that's simply because you've gotten into half inches. A 4 inch will give you a D, but a 4.5 inch difference will give you a double D, while DDD or E will be a 5 inch difference. One last thing to clear up, and the lesson is done, the bigger the band size, the larger the cup size is. A 32 band size is much less than 38. A 38 means that the person will have a boarder back, and wider chest, but in theory the breasts still have to cover the right proportion of body. The circumference of a breast will be much larger on a 38, than a 32, so that it looks correct for that body. In other words even a 38B is going to look massive compared to a 30D. Oh, and for the record, cup sizes E-I exist at specialty stores, so don't let your imaginations stop at the DD. -WVD
