Long run the registration will remain open, and viewing will remain open to people who are not registered.
There are reasons for this.
Most websites and forums that people visit are either clearly known to be part of a big business, or are private hobbies. So that makes people mistake what this place is. It doesn't quite fit the mold people become accostomed to from elsewhere.
But despite the fact that this place is opperated mostly in the manner of a hobby forum, as it once was, it is in reality a business.
Forums die when they don't get a continous infusion of new blood. Being open has sertved this place well.
Now despite the fact that we have to ban several people every week, considering how many posts are involved, that is quite a small number.
Restricting membership would not serve either the site owner's interest, nor the interest of the people who are regular members here.
Despite the fact that there are a lot of people we would just as soon do without.
That's my 2 cents.

Yup. The bottomline is open forums get more money and troublemakers. Restrictive forums get less money and less troublemakers. It's a trade off really.
SP is a good open forum in that it has a large community with many who contribute at their own will.
At the other end is lime-light.org, it's a very restrictive forum with a medium sized but active and respectful community. But they don't rake in enough funds so they need to bug their members for donations.

We should have a member who's a serious hacker volunteer to take care of problems like this one, so that the problem member has to spoof his MAC address instead of just changing his IP address.
And though I'm not a techie, the current problem is actually a simple one. I can think of worse problems than this, but of course I won't discuss them publically.
